Does anyone know what kind of cactus this is? I think it is a Pleated Cereus, but I’m not sure.

Hello everyone. I recently noticed that my cactus has these white-yellowish marks all around it's bottom. The cactus is a pair but it's only on the bigger one. So I am not quite sure what it is? It feels hard and doesn't come off. Any ideas?
